SYCF Board Bios
Virgil Atkinson grew up in Yuba City, attending classes at Yuba College before obtaining both a Landscape Contractor’s license and General Building Contractor’s license.
Following in his father’s footsteps, Virgil built his first homes in the 1980s. Virgil is the president of Atkinson Construction and Development, Inc. as well as the manager of Heartland Homes of Plumas Lake, LLC.
Virgil lives in Yuba City with his wife, Roxane. They have been married for nearly 40 years and together have 5 children and 14 grandchildren. Community service is a way of life for Virgil, who serves as the chairman of the Sutter Yuba Community Foundation. He is also the area coordinator for JustServe.org and helps build homes at Habitat for Humanity Yuba Sutter.

I look forward to continuing to grow the foundation, partnering with generous business and families, and serving the needs of the place we all call home.”
Michael Ziegenmeyer was born in Yuba City and raised in Sutter. Attending local schools, including all four years at Sutter High School, has allowed him to have deep roots in the community.
Always having the community in mind, Michael has chaired numerous fundraisers for local charities and schools, allowing those charities to continue to serve the community. He joined the Foundation in 2011.
Mike has worked for Sweco Products, Inc. for over 20 years. The company was founded by his father and it is with pride that Mike holds the position of President and CEO.
Mike married his sweetheart, Robin, in 2008.They live in Sutter with their three children. Mike enjoys spending time with his family, camping, fishing, boating, volunteer coaching his daughter’s T-ball team, and for many years he has been a volunteer football coach for local high schools.
“I joined the Sutter Yuba Community Foundation because I wanted to make a difference in this community. Being raised in this community and now raising my family here has made me realize the importance of giving back. My goal is to work in maintaining and building a strong community for us and our children’s future.”
Karin Jelavich was raised in Nevada but moved to California over 50 years ago. She graduated from University of Nevada Reno with a degree in social psychology and a minor in sociology.
After moving to Yuba City in 1964, she was a social worker for a brief period and then spent 40+ years in education, both as a teacher and later as an administrator.
Karin is currently retired and enjoys writing, spending time with family, and serving as the SYCF secretary. She is a member of Iota Sigma and a donor for the Sutter-Yuba Junior Achievement program. She also manages to squeeze in time for golf, a favorite pastime!
Karin has three children with her husband, John, and is a founding member of the Sutter Yuba Community Foundation.
“Our community needed a place to donate their charitable dollars that would directly support our community. Our foundation does that with all volunteer board members. The time spent by our board in supporting local needs is wonderful.”
| SARB KHANGURA
Sarb Khangura is a lifelong resident of Yuba City and a founding member of the Sutter Yuba Community Foundation.
Sarb is very involved and continuously engaged in numerous community programs and organizations. He is an active member of the Yuba City Rotary Club and has also served on the Board of Directors for the Yuba Sutter Chamber of Commerce.
Sarb is a design engineer and owner of Circle R Irrigation Co., a company he has been with since 1999. He lives in Yuba City with his wife of 20 years, Ravi Khangura, and their two teenagers, Rajan and Simran.
Sarb likes to spend his free time on his hobbies, which include building RC cars, playing fantasy football, and enjoying outdoor activities.

Kelly Johnson was born and raised in Yuba City. She is a graduate of Sutter High School and Cal Poly San Luis Obispo. She has a degree in Agricultural Sciences and is a licensed agricultural pest control advisor.
After college graduation, Kelly worked as membership coordinator for the Yuba-Sutter Farm Bureau. She now works full-time with her parents and brother on their diversified farming operation in Sutter County, taking on the roles of bookkeeper, tractor driver, and any number of jobs from day-to-day.
In 2012, Kelly married her long-time boyfriend, Casey and moved to Colusa where they live with their two farm dogs. She joined the board of the Sutter Yuba Community Foundation in 2013.
“I was excited for the opportunity to join the Sutter Yuba Community Foundation. There are many local individuals and organizations doing great work to help others and better our community. It is such a privilege to provide funding for their efforts and lend them support in times of need.”
| JENNI CHESINI
Jenni Chesini was born & raised in Sutter County. She attended college at Cal Poly San Luis Obispo and then spent 8 years in the San Francisco Bay Area. She was thrilled to move back home at the start of 2011 and have the opportunity to raise her family in our community.
Jenni is a Certified Financial Planner™ professional and has worked as a financial advisor for over 10 years. She lives in Yuba City with her husband, Dan, their sons, Colt and Kase, and their yellow lab, Magnum. Jenni enjoys spending time with her family, volunteering in her community, horseback riding, fishing, hiking, camping, and doing just about anything outside.
Jenni joined the board of the Sutter Yuba Community Foundation in 2014. She also serves on the boards of the Yuba City Early Risers Kiwanis Club, the Yuba City Education Foundation, and is a commissioner for the Sutter County Juvenile Justice Commission.
“I joined the Sutter Yuba Community Foundation because I admire the group’s mission and was thoroughly impressed when I saw the amount of local organizations the foundation has given to, the gifts that have been awarded, and the desire of the board to continue growing the foundation’s positive impact on our community. | KATHY ANDERSON
Kathy Anderson was born and raised in Tulelake, California, near the Oregon border. She moved to Sacramento in her early teens and graduated from high school there. She holds both a Bachelor of Arts in French and a Master of Arts in Education Administration from CA State University Chico. She is a retired elementary school teacher and administrator.
She and her husband, Steve moved to Yuba City in 1977. They have now been married over 40 years and have two grown, successful and happy children plus two grandchildren. Kathy has been the co-leader of the Yuba Sutter 4-H Guide Dog Puppy Raisers for over 20 years. She and her family raised 9 Guide Dog puppies when the children were in elementary and high school; Kathy continues to be a leader for this youth group.
She participated in activities involving her children including Boy Scouts, parent clubs, and their sports. She now does volunteer work for her church as well as the Yuba City Sister City Association, and is on the Advisory Committee for the Greater River Valley Junior Achievement. She enjoys reading, hiking, traveling, and spending time with her family.
“As a school administrator, I applied for and received grants from the Sutter Yuba Community Foundation. Attending the fundraiser dinners allowed me to see how many local people support this effort, but attending the gift-giving event was a real eye opener. This foundation provides assistance for every kind of organization throughout the area. I look forward to being part of the ongoing work of this worthwhile effort.”
ROBERT "BOBBY" MCNEIL
Robert "Bobby" McNeil was born and raised in Yuba City. He is a graduate of Sutter Union High School and attended both Sacramento State and Chico State University on athletic scholarships. Bobby graduated with a degree in Business Management and minors in Human Resource Management and Marketing while earning honors in Business Ethics.
After college, Bobby moved back to Yuba City where he is currently the Vice President of Trident Property Management, and oversees the Community Association and Commercial Departments. He holds several property management and real estate designations including a California Real Estate Broker's License.
Bobby began coaching Sutter High School's Cross Country and Track and Field Teams in 2011. In 2012, Bobby married his college sweetheart, who is a teacher and coach at Sutter Union High School. They do not have any children, but they parent a Siberian Husky and a Golden Retriever. In his spare time, Bobby likes to travel, attend live sporting and music events, and spend time with his family.
"As a member of this community, I feel that it is my moral duty and obligation to give back to it. I have often volunteered my time (and money) whenever I can and I have always found it to be an enriching experience that can't be replicated. I have been involved in an organization that was a recipient of the Sutter Yuba Community Foundation's generosity, so have seen the good that they do, and the joy they bring to the less fortunate in the Yuba Sutter Area, and I am honored to be a part of this organization."
TOM WILLIAMS JR.
Tom was born in Yuba City and graduated from Yuba City High School. He graduated from CA State University Chico with a degree in Business. He is currently President and General Manager of Yuba River Moulding and Millwork, Inc. as well as co-owner, with his wife Tina, of Express Employment Professionals.
He and his wife have children Cole, Ryne, Jessica, Kael, and Holton. In his spare time he enjoys golfing, duck hunting and his children's various activities.
"I am third generation Sutter and Yuba Counties and believe in giving back to my community. I have served on numerous boards as well as having been involved in community activities and clubs. One of the avenues that I hope to make a positive difference in the Sutter Yuba community is through service on the board of the Sutter Yuba Community Foundation."
